A. Services Offered
This website is used for facilitating Foreign Higher Educational Institutions (FHEIs) to submit application for setting-up their campus(s) in India, in line with the recommendations of the National Education Policy 2020, and to provide an international dimension to higher education in India. UGC has issued the regulations on “Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India Regulations” 2023 that outlines the terms and conditions and requirements for Foreign Higher Educational Institutions to set up their campuses in India. These Regulations aim to ensure that the education imparted in the campus set up in India is at par with that of the main campus in the country of origin and that its operations comply with the applicable laws and Regulations, as prevalent in India.
B. Terms & Conditions of Service
UGC provides the facility to FHEIs for Online Application for recognition through the Internet. UGC rules & regulations for recognition apply to all such transactions along with special conditions imposed for Internet based applications. The special conditions and the terms of service applicable to Internet based payments are detailed in this document. The following terms and conditions will apply if the FHEI wishes to use the UGC online application service offered through the UGC’s FHEI website. Please go through the terms and conditions carefully and if you accept them, you may register and transact on the site. No user can register more than once on the site. Please note that once you register yourself on the UGC FHEI site, you are deemed to have agreed to the terms and conditions set forth below. If you do not agree with any of these terms and conditions, you must not transact on this Website. Once you have clicked the 'I Agree' button at the bottom of these Terms and Conditions, you have entered into a formal agreement with UGC for the purpose of transactions on this website. UGC's performance of this agreement is subject to existing laws and legal processes of Government of India, and nothing contained in this agreement is in derogation of UGC's right to comply with law enforcement requests or requirements relating to your use of this Website or information provided to or gathered by UGC with respect to such use. You further agree that UGC may provide details of your use of the Website to regulators or police or to any other third party, in order to resolve disputes or complaints which relate to the Website, at UGC’s complete discretion. If any part of this agreement is determined to be invalid or unenforceable pursuant to applicable laws in India including, but not limited to, the warranty disclaimers and liability limitations set forth herein, then the invalid or unenforceable provision will be deemed superseded by a valid, enforceable provision that most closely matches the intent of the original provision and the remainder of the agreement shall continue in effect. This agreement constitutes the entire agreement between the user and UGC with respect to this Website and it supersedes all prior or contemporaneous communications and proposals, whether electronic, oral, or written, between the user and UGC with respect to this Website. A printed version of this Agreement, as well as any notice provided in electronic form, shall be admissible in judicial or administrative proceedings arising out of or relating to this Agreement, to the same extent and under the same conditions as other business documents and records originally created and maintained in printed form. This agreement is between UGC (“Us”) and the User (“You”), the individual/ organization, whose details are set out in the User Registration page.
Rules Governing the Grant of Recognition to FHEIs by UGC through Internet:
All rules and regulations applicable for Recognition to FHEIs by UGC will also apply to Online Application for Recognition to FHEIs through the Internet. Recognition shall be provided by UGC after due diligence and inspection of your institution by our Teams as per existing regulations and norms of UGC. Merely applying online will not guarantee recognition. Confirmation of Submission on Application and Payment: Submission of your online application for recognition will be confirmed only, after you completely fill the Online Application Form & make payment of processing fee successfully. Further, the system will issue you a unique Transaction ID for future reference. We accept processing fee through Online Payment processed by Canara Bank recognized Payment Gateway. Processing of Application is subject to realization of payment and the service charges (including GST) from concerned Bank through the Payment Gateway. You will be responsible for all charges, fees, duties, taxes and assessments arising out of your use of this Website. After pressing the “Pay” button, if the “Payment processing output page” is not displayed on your monitor due to power failure or Internet link failure, you are also advised to check your e-mail or contact UGC, at email-id@gov.in or contact us between 9.30a.m.-5.30p.m. Monday – Friday at 011-23239597.
Your Obligations
General Obligations:
You shall access our website only for lawful purposes and you shall be responsible for complying with all applicable laws, statutes and regulations in connection with the use of our website. The information you provide in the Registration page must be complete and accurate. UGC reserves the right at all times to disclose any information as UGC deems necessary to satisfy any applicable law, regulation, legal process, or Governmental request. Use of the Online Application Service: You shall only use this service to make legitimate lawful application plea for recognition only.
Multiple unauthorized payment attempts through the payment gateway may lead to deregistration of your account without notice.
Customer Responsibility:
You confirm to us that you are 18 years of age or above and have the legal capacity to enter into this Agreement with us and that all information you provide in respect of your use of the service is true and accurate to the best of your knowledge and belief. You are responsible for the security of your password and for all transactions undertaken using your password through our service. The Password entered by you is transmitted in one- way encrypted form to our database and stored as such. Thus, the Password will not be known even to UGC. You confirm that you are the authorized holder of the credit card or the original account holder used in the transactions you make using the site and you alone use the "id" and "password" you have created in the site. UGC will not be responsible for any financial loss, inconvenience or mental agony resulting from any misuse of your ID/password/credit card number/account details number used for payment for application fee on this site.
Limitation of Liability:
UGC shall not be liable to you save as expressly provided for in these terms and conditions and shall have no other obligations, duties or liabilities whatsoever in contract, tort or otherwise arising out of the use of the service or connection to the website. To the maximum extent permitted by law, UGC and/or its respective suppliers hereby disclaims all warranties, terms and conditions with regard to this information & services including all implied warranties, terms and conditions, by statute, collaterally or otherwise, of satisfactory quality, fitness for a particular purpose, title and non-infringement in no event, shall UGC and / or its suppliers be liable for any loss of profit, loss of opportunity, loss of business, loss of revenue, wasted time, wasted costs, indirect, incidental, special or consequential loss arising out of, or in any way connected with the use of this Website or with the delay or inability to use this Website or for any information, products and services obtained through this Website or otherwise arising out of the use of this website whether based on contract, tort, strict liability or otherwise, even if UGC or any of its suppliers has been advised of the possibility of damages.
